Focus issue is seen in 'Import bookmarks and settings' overlay in chrome://md-settings page.

OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings and open devtools and click on 'Toggle device toolbar'
2. Now click on 'Import bookmarks and settings' arrow icon and observe blue focus highlight on browser drop down list

Actual: Blue focus highlight on browser drop down list disappears after clicking on 'Import bookmarks and settings' arrow icon
Expected: Blue focus highlight on browser drop down list should stay after clicking on 'Import bookmarks and settings' arrow icon

This is a non-regression issue, seen from M-56 series as 'import bookmarks' feature appears from build # 56.0.2922.0

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Windows, Mac and Linux, so Changing the status to Untriaged so that the issue would get addressed.
