Animated GIF does not loop on refresh

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.98 Safari/537.36

Steps to reproduce the problem:
CURRENT BEHAVIOR
--------------------------------

We have a placement with GIF Creative. The GIF has 3 frames and stops on the final frame.
When resolving the TAG in a browser of a Placement, on first load it shows all 3 frames. On refresh, it loads only the last frame.
When opening the image directly (outside of the tag),on first load it shows all 3 frames. On refresh, it loads all 3 frames again.

HOW TO REPLICATE
--------------------------------

1) Review Tag via EasyTag - https://easy-tag.appspot.com/t/bRtzMlRd
1st Load: All 3 frames will show
Reload: Only last frame will show

2) Load GIF directly - https://s0.2mdn.net/5997424/BSSMA_Adex_BBOARD_980X250_SERIE_1.gif
1st Load: All 3 frames will show
Reload: All 3 frames will show

What is the expected behavior?
When reloading the TAG,  the creative should show all 3 frames and stop in the last one. When reload it again, it should show same behavior.

What went wrong?
GIF should loop.

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 54.0.2840.98  Channel: stable
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 23.0 r0

I work within Google gTech Ads team. All GIFs served through DCM do no loop on reload. Is there anything we can do to force this to happen?

Thanks for your report.

I reproduced the described behavior with chrome 54.0.2840.98 on 10.12.2 beta.

I believe this behavior is by design, and there are some existing workarounds available to force browsers to restart the gif animation: http://stackoverflow.com/questions/10730212/proper-way-to-reset-a-gif-animation-with-displaynone-on-chrome
