Issue descriptionVersion: 56.0.2924.10 862b939098701b391a07aa9f915d3c72e8c5814f-refs/branch-heads/2924@{#148} (64-bit) OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1) What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://md-settings/ and open devtools and click on 'Toggle device toolbar' 2. Now try to scroll chrome://md-settings/ page and observe the header area Actual: Overlapping of upper tip of card with settings header is seen Expected: Overlapping of upper tip of card with settings header should not be seen This is regression issue, broken in ‘M 56’ and will soon update other info : Good build:56.0.2920.0 Bad build: 56.0.2922.0

This seems to only reproduce in Device emulation mode, so no need to block release.

I've looked into this some more. I don't understand how this was caused by my change =S. Lowering the priority further and adding the devtools component, since this seems to be a specific issue with how devtools scales the page.

This is not something we plan to fix on MD Settings since it only occurs in device emulator mode (and this is desktop-only). Leaving open for devtools team if they want to look into it.
