Steps To Reproduce:
(1) Extend screen with higher resolution second monitor
(2) Try do drag windows (or move cursor) between screens
Expected Result:
It's always possible to drag windows or move the cursor from one screen to another
Actual Result:
It's only possible to drag windows or move the cursor from the extended screen back to the laptop's screen in a specific region. The height of that region depends on the resolution of the extended monitor.
It looks as if when the secondary monitor has more lines than the laptop's internal dispplay then only the top N-lines (N being the number of lines of the internal display) of the secondary monitor can be used to move windows between the screens.

Always.
What is the impact to the user, and is there a workaround? If so, what is
it?
Very confusing initially because if there's a big difference between monitors it can look as if the cursor is trapped in the secondary monitor. The workaround is to move the cursor between screens only through the top part of the screen.
