Poor performance for chrome://md-settings

The animations used by chrome://md-settings are not smooth even on a fast Chromebook Pixel 2. They are extremely janky on less powerful devices.

The attached trace (captured on a Pixel 2) shows that it's a result of raster being too expensive. This trace was recorded while going in/out of the Device->Displays settings section.

Are they smooth if you force GPU Rasterization on in chrome://flags?

MD Settings was launched, with several performance optimizations (both on startup time and animations), and I don't think this is still an issue.
