What steps will reproduce the problem?
(1) Visit http://testsafebrowsing.appspot.com/s/phishing.html
(2) Open DevTools.
(3) Click Refresh button.

What is the expected result?

Navigation request is resent and interstitial page disappears and then re-appears (or just stays there).

What happens instead?

It appears to go back to the previous page, just as if you had clicked Back to Safety.

Note that this doesn't reproduce 100% reliably for me, but does reproduce most of the time.

Also note that I'm splitting this off of  issue 637299  since that bug is really two separate problems (one is that we prompt the user to reload when there is nothing to see by reloading, and the other is that the interstitial disappears when you refresh and doesn't come back).
