Gnubby error message in login window is hidden behind scrollbar

Issue description

Version: 55.0.2883.54 (Official Build) beta (32-bit)
OS: 8872.54.0 (Official Build) beta-channel veyron_minnie

When you have to do a full online log-in on Chrome OS with an account that has Gnubby 2-factor auth enabled, you'll get a little "touch your security key" window with some detail text explaining what a security key is. If there's any kind of device error with the Gnubby, a red "An unexpected error occured" message with a "Retry" link gets appended to the bottom of that text. Even if you fix the Gnubby (e.g. disconnect/reconnect it), you have to explicitly click "Retry" to get another opportunity to touch it.

However, the login window size is fixed and so small that the error message and retry link no longer fit. Instead, a scroll bar appears on the side of the text box. It's very easy to overlook this which leads you to a situation where your Gnubby just won't work no matter what you try and you get no indication of what's wrong with the system.

Modal dialogs should not scroll (especially if there'd be more than enough screen real estate to fit everything, like in this case), and important error messages and retry links should be placed in a very obvious and easy to notice position, not on some hidden second page of the small print.
