What steps will reproduce the problem?
(1)Go to chrome://history and scroll up and down to delete history 
(2)chrome://history would refresh randomly and bring the screen to the top
(3)

What is the expected result?
chrome://history should not refresh itself

What happens instead?
chrome://history refreshes itself and brings the screen to the top randomly

I can reproduce this issue randomly on my Nexus 5X with Android 7.00
We also see user report this issue on Play review:

  Fix the history issues please... Since the last update when I go to remove specific items from my search history I get automatically whisked back to the top of the list and have to scroll back down through the whole list to reach the place of the last item I deleted every time. I want to remove only certain items and not items chronologically from the most recent
