Chrome OS VMs should provide a way to developers to be able to side-load apps and run a Kiosk Session. This can be done by creating a script to push the app to the VM and modify the flags in the VMs /etc/chrome_dev.conf to auto-launch that app.

Other things we can do via this script is to setup the remote debugging port and setup the correct routing rules on the VM to allow connections.
