Unable to uninstall 64 bit version of chrome enterprise

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:50.0) Gecko/20100101 Firefox/50.0

Steps to reproduce the problem:
1. Install 64 bit chrome enterprise from MSI
2. Attempt to uninstall chrome via control panel

What is the expected behavior?
Chrome should uninstall

What went wrong?
This error appears: "There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor."

Did this work before? N/A 

Chrome version: 54.0.2840.99 m (64-bit)  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

I've tested this on multiple computers and seen on the google blog that others are having this issue.

This behavior is not present in the 32 bit msi.

To anyone experiencing this problem: you can fix it by installing the 32 bit msi. It will successfully uninstall the 64 bit version.
