<video> does not fire 'loadstart' on iOS/Chrome

Project Member Reported by aghassemi@google.com, Nov 28 2016

Issue description

Steps to reproduce the problem:
1. Go to http://codepen.io/aghassemi/full/PbJGzY/ on Chrome/iOS
2. It should have alerted "loadstart fired, all good", but it does NOT.
3. Try the same page on Safari/iOS and/or Chrome on Android/Desktop. Alert is shown ( e.g. loadstart fires)

What is the expected behavior?

What went wrong?
`loadstart` does not fire on Chrome/iOS with <video> and <audio> elements UNTIL video is played. Safari/iOS and Chrome/Android do not share this problem and fire that event as soon as <video> element is attached.

Did this work before? N/A

Does this work in other browsers? N/A

This seems fixed in M61.
