Memory-Infra tracing should track IOSurface allocations.

Project Member Reported by erikc...@chromium.org, Nov 28 2016

Issue description

This is not currently tracked, and a large leak went undetected: See Issue 662696 .

I am not even sure there is any iOS device on the perf waterfall, so this might be even trickier :)
but surfacing the data on memory-infra is not a bad idea.
I also have no idea if tracing and memory-infra works at all on iOS. that's the only device where I never anything.
This is for Mac, not iOS.
Apologies, my eyes read IOS and my brain short-circuited that to iOS :)
forget my comment #1 then.

Is there a component that the memory infra team uses? Can we move that to their component and make this available?

Re #4, yes: Internals>Instrumentation>Memory. done
