Regression: Content under 'On startup' section appear blur for some zoom levels.

Chrome Version: 57.0.2934.0 (Official Build) c90cb5357fcdc1c4ceccd2c9284c7f6ff4214371-refs/heads/master@{#434580}- 32/64 bit
OS: Windows(7,8,8.1,10), Linux (14.04 LTS)

Steps:
1. Launch chrome and navigate to chrome://md-settings.
2. Scroll down the webpage and click on 'Open a specific page or set of pages' radio button 
3. Click 'Use current pages' and then zoom out up-to 80% or 75% and observe the content under 'On startup' section.

Actual: Content under 'On startup' section appear blur for some zoom levels.

Expected: Content under 'On startup' section should not appear blur for any zoom levels.

This is a regression issue broken in M-54, will soon update the other info.

Manual Regression Range:
Good Build: 54.0.2832.0 
Bad Build: 54.0.2833.0 

Note: Issue is not seen in Mac OS.

Using the per-revision bisect providing the bisect results,
Good build: 54.0.2832.0 (Revision: 412743).
Bad build: 54.0.2833.0 (Revision: 413134).

You are probably looking for a change made after 413025 (known good), but no later than 413026 (first known bad).

Bisecting M54 is not very useful at this point in time.

Can you please check whether this is still an issue in a 56 build, and whether or not it is specific to the list of startup pages? On the video and when reproducing on a Pixel I don't see anything special about the 'On Startup' section. Everything is going to be a little bit blurry at 80%.
