Regression: [MD Settings] URL doesn't change after opening the Add language overlay.

Chrome Version: 57.0.2935.0 (Official Build) dfc8980ac3e308b549ea828547dfd3982eb34602-refs/heads/master@{#434592} 32/64-bit.
OS: Mac(10.11.6, 10.12.1, 10.12), Windows(7,8,8.1,10), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/languages and expand the 'Language' section.
2. Click on 'Add language' button to open Add language overlay and observe the URL in omnibox.

URL doesn't change after opening the Add language overlay.
URL should get updated to chrome://md-seetingd/addLanguage.

This is a regression issue, broken in M-54 series, below is manual regression range.

Good build: 54.0.2839.0
Bad build: 54.0.2840.0

Using the per-revision bisect providing the bisect results,
Good build: 54.0.2839.0 (Revision: 414243).
Bad build: 54.0.2840.0 (Revision: 414607).

You are probably looking for a change made after 414245 (known good), but no later than 414246 (first known bad).

Still we are able reproduce the issue on Windows 7 with Chrome latest Canary version#57.0.2939.0.
