Regression:Grey highlight is not properly visible after tap/touch on all options under "on startup" section.

Issue descriptionChrome Version:57.0.2934.0 (Official Build) c90cb5357fcdc1c4ceccd2c9284c7f6ff4214371-refs/heads/master@{#434580}-32/64 bit OS: Windows 10(Touch device) What steps will reproduce the problem? (1)Launch chrome and navigate to chrome://md-settings (2)Tap on 'open the new tab page' option under "on startup" section and observe. Actual: Grey highlight is not properly visible after tap/touch on all "on startup" options.(i.e. appears chopped) Expected: Grey highlight should be properly displayed after tap/touch on all "on startup" options. This is a regression issue broken in 'M53' and below is the manual regression range: Good Build: 53.0.2774.2 Bad Build: 53.0.2776.0

->dbeam for 401146; please take a look or reassign if your CL isn't at fault. I don't have a device for repro, and the regression range may be wrong :-/ In any case, my CL likely isn't at fault.
