Regression: Unnecessary hover highlight gets stuck on arrow icon of download shelf

Issue descriptionChrome Version: 57.0.2934.0 (Official Build) c90cb5357fcdc1c4ceccd2c9284c7f6ff4214371-refs/heads/master@{#434580}-32/64 bit OS: Windows (7,8,10) Steps: 1. Launch Chrome and download any 2 pages (Ctrl+S) such that it appears in download shelf 2. Click on arrow icon seen in download shelf of first downloaded page and then on second arrow icon 3. Now open NTP and switch back to previous tab, observe Actual: Unnecessary focus highlight gets stuck on second arrow icon of download shelf after switching tabs Expected: Focus highlight should not get stuck on second arrow icon of download shelf This is a regression issue broken in M-56, below is the Manual Regression range and will soon update bisect info. Good Build : 56.0.2913.0 Bad Build : 56.0.2914.0 Note: This issue is not seen on Mac and Linux OS.

No updates as I haven't been able to look at this issue yet. cc'ing pkasting@ to see if there is anyone on the Windows side that would be better suited/more available to look at this.
