Regression: Unnecessary hover highlight gets stuck on arrow icon of download shelf

Chrome Version: 57.0.2934.0 (Official Build) c90cb5357fcdc1c4ceccd2c9284c7f6ff4214371-refs/heads/master@{#434580}-32/64 bit
OS: Windows (7,8,10)

Steps:
1. Launch Chrome and download any 2 pages (Ctrl+S) such that it appears in download shelf
2. Click on arrow icon seen in download shelf of first downloaded page and then on second arrow icon
3. Now open NTP and switch back to previous tab, observe

Actual: Unnecessary focus highlight gets stuck on second arrow icon of download shelf after switching tabs

Expected: Focus highlight should not get stuck on second arrow icon of download shelf 

This is a regression issue broken in M-56, below is the Manual Regression range and will soon update bisect info.

Good Build : 56.0.2913.0
Bad Build : 56.0.2914.0

Note: This issue is not seen on Mac and Linux OS.

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2813.0 (Revision: 430459).
Bad build: 56.0.2814.0 (Revision: 430837).

You are probably looking for a change made after 430489 (known good), but no later than 430490 (first known bad).

The script might not always return single CL as suspectas some perf builds might get missing due to failure.

Just to update, still able to reproduce the issue on windows 7 using chrome version 57.0.2939.0 .

No updates as I haven't been able to look at this issue yet.
