LocationIconView doesn't draw focused state when it has focus.

Issue description

Version: At least since e222406a7ee930c64e5401a3e5099acc137c743e
OS: All Views platforms

What steps will reproduce the problem?
(1) (For Macs, a mac_views_browser=true build is needed, with full keyboard access turned on in System Preferences.) Navigate to permission.site.
(2) Focus the Omnibox URL.
(3) Press shift-tab to focus the icon on the left of the Omnibox text (it'll be an icon + 'Secure' string if permission.site is using HTTPS).

What is the expected result?
The icon and/or label (LocationIconView) should show its focused state, similar to how the Cocoa Chrome Mac version looks grey when the mouse is hovered over it. Pressing space 'clicks' it.

What happens instead?
The LocationIconView looks the same as before and nothing else looks focused. But when space is pressed, the page info bubble opens as if it had been clicked - this suggests it had focus previously.

I think this is Issue 583824. There is also  Issue 447191  "Security Indicators should be accessible", which is more about voiceover/chromevox.
