Pressing equivalent of right-click in file manager fails to focus options

Issue descriptionMode: force_next Version: 57.0.2926.0 Reproduction Steps: 1. Enable CVox Next. 2. Alt+Shift+l>>enter>>file manager in the search box and press enter. 3. Locate any directory with the arrow keys. If you don't have anything, you may need to create one first. 4. Press the equivalent of a right-click (CVox+M or applications key on an external keyboard) Expected: CVox will read out the options that are available when pressing the arrow keys. These options should include cut, copy, zip selection and new folder among other options. Actual: Only the first option is read, pressing down arrow again or up arrow fails to read any other options.
