Keyboard shortcut for opening incognito window should activate the omnibox |

Issue descriptionVersion: 54.0.2840.85 OS: Android N Device: Pixel C w/ hardware keyboard What steps will reproduce the problem? (1) Have a normal Chrome tab open and no incognito tabs open (2) Press Ctrl-Shift-N to open a new incognito window What is the expected result? Like on desktop, a new incognito window and tab opens, and the omnibox has focus, ready for entry. What happens instead? Like on desktop, a new incognito window and tab opens, but unlike desktop, the omnibox does not have focus. Typing anything doesn't do anything.

Oh, and there's of course an existing workaround to this; hit Ctrl-L to focus the omnibox.
