I think that something regressed around M54 such that when the login screen is displayed, there's a fraction of a second where the user pods are displayed incompletely, with just the names visible. I'm still seeing this on my ToT builds, too. It appears to affect all devices.

We used to not display the pods until they were entirely ready (i.e. full size and containing photo). The way we do it now looks pretty janky. I suppose it could be caused by compositor changes but I think it's more likely that it's due to a change in the JS that builds up the pods.
