Windows created while in full screen mode appear maximized on Mac

Issue description
UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.98 Safari/537.36
Steps to reproduce the problem:
1. Create an extension on a Mac with this line chrome.windows.create({url:"about:blank", width:200, height:200, type:"popup", state:"normal"})
2. Then watch a Youtube video in full screen
3. Have the extension launch the create window line while watching video.
You can reproduce this by installing my calendar extension Checker Plus for Google Calendar
https://chrome.google.com/webstore/detail/checker-plus-for-google-c/hkhggnncdpfibdhinjiegagmopldibha
and set a calendar event to appear while watching a video in full screen.
What is the expected behavior?
Window should open up in normal state.
What went wrong?
Window opens up in maximized state and ignores the normal state flag.

Chrome version: 54.0.2840.98 Channel: stable
OS Version: OS X 10.12.1
Flash Version: Shockwave Flash 23.0 r0
Only happens on Mac

If i may jump in, when in fullscreen mode in chrome on OSX. Each and every new window or tab is going into fullscreen. Im not sure this is a chrome issue actually as on OSX most apps can go into fullscreen modus.

This is the expected behavior since all the new windows should have the same state as the current one. However, opening a "non fullscreen window" is a behavior that should be integrated into detached content fullscreen (Issue 588114)
