Regression: Weird behavior of play-store window is seen on dragging it towards the shelf in portrait view.

Issue description

Version: 57.0.2929.0/9019.0.0 dev channel Minnie
OS: Chrome

What steps will reproduce the problem?
(1)Sign-in to chrome>>Open play-store
(2)Rotate screen to portrait view using Ctrl+Shift+Reload keys/Flip the device keyboard back such that it gets into tab mode and hold in portrait direction
(2)Now drag play-store window towards the shelf and Observe. (Please refer video)

Expected:No such weird behavior of play-store window should be seen on dragging it towards the shelf in portrait view.
Actual: Instead weird behavior is seen.

This is regression issue as it is working fine in 56.0.2920.0/8992.1.0 dev channel Minnie.
