Flickering of grey focus highlight on 'External paper button icon' is seen in chrome://md-settings/accessibility.

OS: OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/accessibility
2. Now click on 'External paper button icon' (Web store tab gets open)
3. Now switch back to Md-settings page and observe the grey focus highlight on 'External paper button icon' immediately.

Actual: Flickering of grey focus highlight on 'External paper button icon' is seen
Expected: Flickering of grey focus highlight on 'External paper button icon' should not be seen

This is a non-regression issue, seen from 'M-55' series as 'External paper button icon' appears from build # 55.0.2876.0

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Windows, Mac and Linux, So changing the status to Untriaged, so that the issue would get addressed.
