What steps will reproduce the problem?
(1) Recover OS via USB>> sign in to user>> try to enable playstore (beta)and observe

Expected: On Play store setup unnecessary sync message should not be seen
Actual: Instead unnecessary sync message is seen (Refer screenshot)

This is a Regression issue as issue is not seen in 55.0.2883.52/8872.53.0 beta-channel Minnie 

Note: Have tried with different different accounts, sync message is seen on all the accounts on initial setup of Play store
 
Issue is seen in Minnie only
