Non-Regression: Unwanted blue border is seen for network drop-down in Welcome screen.

What steps will reproduce the problem?
(1)Recover build via USB>>Click on select network drop-down and Observe unwanted blue border around the edges of the drop-down. 

Expected: No such unwanted blue border should be seen for network drop-down in Welcome screen.
Actual: Instead unwanted blue focus is seen.

This is non-regression issue as it is also seen in 54.0.2840.101/8743.85.0 stable channel butterfly.

As this is a non-regression and this screen will be completely new in M58, closing as obsolete.
