Remind that Service worker's "Update on reload" is in effect?

Issue description

At a meeting to discuss progress and opportunities for an in-progress PWA, we spent a while trying to understand an oddity on DevTools' timeline.

When capturing a reload, the timeline would show sequential hits to the Service Worker script and its imports leading to some non negligible latency.

It took us a while to figure out that this was due to the "update on reload" option in Application => Service Worker.

It might be useful to warn/hint at these sort of gotchas (alongside the ignore cache / bypass network / offline simulation options?) in the timeline and other relevant places (maybe a warning in the console?).

We have a way of showing the warning badge next to the panel. We show it for network throttling, etc. We can trigger it for these SW options for starters.

Note that there is currently a warning shown in the Service Workers UI also.

Clearly, the warning in the console(as well?) is too easy to miss ;)

+1 to badging the relevant UI elements (e.g. Application & ServiceWorker).
Would it be possible to provide a hint on the Timeline as well?

Strawman:
 1. badge the network item in the timeline
 2. provide details about the badging in the summary panel of the timeline when the network item is selected.

+1 to badging. The warning in comment #2 is currently only shown in the SW UI, not in the console (and it's a bit jarring to see it raised as an "Error").
