Dropdown menus in "MANAGE SEARCH ENGINES" display incorrectly

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.100 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://settings
2. Click "MANAGE SEARCH ENGINES"
3. Click any three dot dropdown menu

What is the expected behavior?
The menu's content displays above other elements

What went wrong?
The menu's content displays merged with other contents.

Did this work before? N/A 

Chrome version: 54.0.2840.100  Channel: stable
OS Version: Ubuntu 16.04.1 LTS 64-bit

Also on Windows (not just Linux) and Chrome 55

OS Version: Windows 10 v1607 (14393.447) 64-bit

User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.75 Safari/537.36

Problem is also that the buttons cannot really be clicked. "Remove from list" does nothing.

Unable to reproduce the issue on Windows-7,Windows-10, Mac-10.11.6 and linux Ubuntu 14.04 using chrome stable version 55.0.2883.87 and latest canary 57.0.2952.0 with the steps mentioned above.

Could you please try in a clean profile without any apps/Extensions and please let us know your observations if the issue still persists.
Please find the attached screenshot.

Issue persists under Windows 10 with stable 55.0.2883.87 (64-bit). Tested with clean guest profile without extensions.

Browser console outputs the following:

searchEngines:1 Resource interpreted as Document but transferred with MIME type text/css: "chrome://resources/cr_elements/shared.css".
searchEngines:1 Resource interpreted as Document but transferred with MIME type text/css: "chrome://resources/cr_elements/cr_expand_button/cr_expand_button.css".
searchEngines:1 Resource interpreted as Document but transferred with MIME type text/css: "chrome://resources/css/action_link.css".
searchEngines:1 Resource interpreted as Document but transferred with MIME type text/css: "chrome://resources/cr_elements/policy/cr_policy_indicator.css".
searchEngines:1 Resource interpreted as Document but transferred with MIME type text/css: "chrome://settings/search_engines_page/search_engine_entry.css".

Maybe that helps.

Could you please check on latest Stable # 56.0.2924.87, and update the thread as we are unable to reproduce it on Ubuntu 14.04.

Requesting MTV team if they have Ubuntu 16.04 available to check it.
