'Import bookmarks and settings' overlay does not open smoothly

Chrome Version: 57.0.2929.4 (Official Build) 3619fbd7f57a1d171fac4d4adedde499f17eec95-refs/branch-heads/2929@{#3} 32/64 Bit.
OS: Windows(7,8,10), Mac(10.11.6, 10.12.1)

What steps will reproduce the problem?
(1)Launch chrome and navigate to NTP.
(2)Click on 'Import bookmarks now...' link on bookmark bar.
(3)Observe the 'Import bookmarks and settings' overlay.

Actual:'Import bookmarks and settings' overlay appears weird i.e overlay does not open smoothly.

Expected:'Import bookmarks and settings' overlay should appear properly.

This is non-regression issue, seen from 'M 56' (56.0.2921.0) newly added feature.
