Issue descriptionChrome Version: 57.0.2929.3 (Official Build)3619fbd7f57a1d171fac4d4adedde499f17eec95-refs/branch-heads/2929@{#3} 32/64-bit. OS: Mac(10.11.6, 10.12.1, 10.12), Windows(7,8,8.1,10), Linux (14.04 LTS) Steps: 1. Launch chrome and navigate to chrome://md-settings/searchEngines 2. Click on iron icon of any one search engine such that the edit popup menu is seen. 3. Now try to click the iron icon of any other search engine, observe. Actual: Iron icon of next search engine is not clickable if popup menu of any one search engine is open. (i.e. need to click twice to open popup menu of next search engine) Expected: Iron icon of next search engine should be clickable on first attempt closing the popup menu of the last search engine. This is a regression issue broken in M-56, will soon update the other info. Manual Regression Range: Good Build: 56.0.2891.0 Bad Build: 56.0.2894.0

Action menus are modal. The 1st click is consumed for closing the menu. 2nd click is required to open the 2nd menu. This is similar to how context menus work (right click).
