Regression: Options (Country/Region names) in the drop down list flickers on pressing the down arrow key.

Chrome Version: 57.0.2929.3 (Official Build) 3619fbd7f57a1d171fac4d4adedde499f17eec95-refs/branch-heads/2929@{#3} 32/64 Bit.
OS: Windows (7,8,10), Linux (14.04 LTS)

Steps:
1. Launch chrome and navigate to chrome://md-settings/autofill
2. Click on 'Add address', scroll down and click Country/Region drop down list.
3. Continuously press the down arrow key and observe the options in drop down list.

Actual: Options (Country/Region names) in the drop down list flickers on pressing the down arrow key.

Expected: Options in the drop down list should not flicker.

This is a regression issue broken in M-55, will soon update the other info.
Manual Regression Range:  
Good Build: 55.0.2880.0 
Bad Build: 55.0.2881.0 

Note: Unable to provide screencast as flickering is not getting captured.

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2880.0 (Revision: 416812).
Bad build: 55.0.2881.0 (Revision: 417283).

You are probably looking for a change made after 422853 (known good), but no later than 422854 (first known bad).

Note: Issue is not seen in Mac OS.

Pressing the down key while the list is expanded shows no flickering (see hold_down.mp4). Pressing down the key while the list is collapsed updates the dialog contents, because the selection changes. I think this is expected (see hold_down_list_collapsed.mp4).

@lpanse: Are you seeing flickering when the list is collapsed, or expanded?

I am closing this bug because it is not clear to me if this still happens. The original report mentions
Good Build: 55.0.2880.0 
Bad Build: 55.0.2881.0 
but also Chrome Version: 57.0.2929.3.

I believe this might have been an issue before migrating away from paper-dropdown-menu (report has no attachments so I don't know for sure).
