Unnecessary 'Cut','Copy' and 'Paste' options are disabled in wrench menu for PDF.

Issue description

Chrome Version: 57.0.2929.3 Revision 3619fbd7f57a1d171fac4d4adedde499f17eec95-refs/branch-heads/2929@{#3} 
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1) Launch chrome, navigate to http://www.orimi.com/pdf-test.pdf
(2) Click on Wrench men and observe under 'Edit' section.

Actual: Unnecessary 'Cut','Copy' and 'Paste' options are disabled in wrench menu for PDF.

Expected: Cut Copy Paste options are should enabled in wrench menu for PDF.

This is a non-regression issue, seen from 'M-30'

Note: On Mac, options are enabled but does not working.

Able to reproduce this issue on Windows, Mac and Linux. Changing the status to Untriaged so that the issue would get addressed.

I don't understand what the bug is. Those options are only enabled when there is focus on a field where text can be selected/edited, like the URL bar. If text can only be selected, then only Copy should be enabled. In addition, copying is disabled from the pdf provided, so the Copy option is disabled even when selecting text. Please update or close this.
