Thumbnails of HTML files don't display favicons in Chrome history page

Steps to reproduce: 
1. Launch chrome
2. Search anything ex. google > Long tap on any link & select 'Download link'
3. Go to Downloads from Chrome menu > Tap on downloaded link 
4. Close custom tab & Close Downloads 
5. Go to History from Chrome menu > Observe thumbnail of file 

Observed behavior: 
Thumbnails of files opened in Custom Tab appear broken in Chrome history page

Expected behavior:
Chrome history page thumbnails should not be seen broken

Frequency:  
<5/5>

1. This issue is present from 55.0.2867.0 build of M55 & all builds of M56 
2. This issue is reproducible on Samsung Galaxy S4(5.0.1/LRX22C),Google Pixel (7.1/NDE63V),Spice Mi-498(6.0.1/MOB30W),Karbonn Sparkle V(5.1.1/LMY47V),,Nexus 7 (6.0.1/MOB30J),Nexus 9(7.0/NRD91D),Samsung Galaxy J7(6.0.1/MMB29K),Samsung Galaxy J2(5.1.1/LMY47X)

Summary: Thumbnails of HTML files don't display favicons in Chrome history page (was: Thumbnails of files opened in Custom Tab appear broken in Chrome history page)
Really kind of weird that it happens for this dictionary.com link but not for a reddit.com link (which shows an R inside a gray box).

This doesn't have anything to do with Custom Tabs; you can open the file via regular Chrome and it'll still mess up the favicon.  Ted's guessing there's something wonky with the favicon generating logic, I'm marking it as a P3 since it's purely aesthetic.

Does this still repro?  The history page has been rewritten in Android widgets, so this might no longer be an issue.
