Using the per-revision bisect providing the bisect results,
Good build: 54.0.2790.0 (Revision: 404030).
Bad build: 54.0.2791.0 (Revision: 404283).

You are probably looking for a change made after 404129 (known good), but no later than 404134 (first known bad).

This is the expected behavior.

The dialog simply follows the window height. You can get the "Expected" result on the right screenshot if your browser window is tall enough.

If the dialog does not fully fit, we trim it to the height of 4.5 checkboxes (we don't fit it exactly to the window height to avoid that an unfavorable ratio of checkboxes is visible, e.g. 7.9 which would look strange, or 7 which might make it seem like the 8th checkbox isn't there).

The scrollbar then appears automatically (on all OSes except Mac).
