Regression: List appears to be misplaced after hitting enter key in preferences section of devtools.

Issue descriptionChrome Version: 57.0.2929.3 (Official Build) 3619fbd7f57a1d171fac4d4adedde499f17eec95-refs/branch-heads/2929@{#3} 32/64 Bit. OS:Windows (7,8,10), Linux (14.04 LTS) What steps will reproduce the problem? (1)Launch chrome and open NTP,press 'F12' to open devtools(dock down) (2)Click on 'customize and control devtools' from R.H.S > Shortcuts (3)Click on 'preferences' ,click on any drop down button i.e 'default' or 'auto' and scroll down. (4)Now hit 'enter' key and observe. Actual: List appears to be misplaced after hitting enter key in preferences section of devtools. Expected: List should be properly displayed after hitting enter key in preferences section of devtools. This is a regression issue broken in 'M48' and below is the manual regression range Good Build: 48.0.2540.0 Bad Build: 48.0.2541.0 Narrow bisect: https://chromium.googlesource.com/chromium/src/+log/4dfcf99da1c72086f44018b5976e80801dd682a5..8ada225e624feab9237180cdc3b8059c3a4a7a96?pretty=fuller&n=10000 Suspecting: 354871 ? Kindly help to re-assign, if your changes are not cause for this issue. Note:Issue not seen on Mac OS.
