What steps will reproduce the problem?
1. Launch chrome and then open 'New Incognito Window' 
2. Click on wrench icon, select 'Cast' option (cast overlay opened) then click on 'Cross' icon.
3. Again repeat step 2 and observe browser action container area.

Actual: After step 3, 'Cast' extension icon is not seen in browser action container area and focus highlight is seen on 'Wrench' icon.
Expected: After step 3, 'Cast' extension icon should be seen in browser action container area.

This is regression issue, broken in 'M 56' and below is manual bisect info:
Good build:56.0.2915.0
Bad build:56.0.2916.0
