What steps will reproduce the problem?
(1) Sign in to user>> go to set wallpaper overlay>> hover mouse on close icon>> and observe
Expected: Tool tip should be seen on hovering mouse on close button as it is a icon button
Actual: Instead tooltip is seen missing
Raising this as a Non-regression issue as same behavior is seen since M54
Issue is seen latest M57 as well
