The three dots button should be blue only when the user hasn't looked at the reading list.

In other words, its color should be in sync with the color of the badge in the overflow menu.

Even though the bug is assigned to me, anyone can take the ownership of this bug.

Based on our discussion yesterday, the title is not correct. It's not always in sync with the color of the badge in the overflow menu. Maybe this bug should be obsoleted?
