Focus highlight appear chopped in content settings page with 80% zoom.

Chrome Version: 57.0.2929.3 (Official Build) 3619fbd7f57a1d171fac4d4adedde499f17eec95-refs/branch-heads/2929@{#3} 32/64 Bit.
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1)
Steps:
1. Launch chrome and navigate to chrome://md-settings/content
2. Zoom out the page to 80% using (Ctrl--), press tab key and observe the focus highlight.

Actual: Focus highlight appear chopped.

Expected: Focus highlight should not appear chopped.

This is a non-regression issue seen from M-55 build no. 55.0.2876.0, sub page arrow is added from mentioned build.

Able to reproduce the issue on Windows, Mac and Linux, so changing the status to Untriaged so that the issue would get addressed.
