Regression: Properties section changes to Styles on changing devtools dock position

Version: 57.0.2929.0 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and open devtools on any page >> Go to Properties tab 
(2)Now dock devtools to bottom and observe for properties tab

Expected: On changing dock position properties tab should not change to styles tab
Actual: Instead elements tab is seen on changing dock position.

This is a regression issue broken in M54.

Able to reproduce the issue on Mac 10.11.6 using chrome version 57.0.2929.0
