Regression: Weird large gap is seen on chrome://inspect/ page.

Issue descriptionChrome Version: 57.0.2929.3 (Official Build)3619fbd7f57a1d171fac4d4adedde499f17eec95-refs/branch-heads/2929@{#3} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4) What steps will reproduce the problem? 1. Launch chrome, go to chrome://inspect/#devices page and observe. Large gap is seen between lower border of omnibox and first separator line of Devices page. Gap should be proper between lower border of omnibox and first separator line of Devices page. This is a regression issue, broken in M-55 series, below is manual regression range. Good build: 55.0.2866.0 Bad build: 55.0.2867.0 Kindly review the attached screenshot for reference.

Retested this issue on latest canary chrome version 57.0.2945.0 (Official Build). It's seems to be fixed and working as intended i.e. Gap is proper between lower border of omnibox and first separator line of Devices page.
