Alt+Shift+K not work on Lock screen

Issue description

Version 57.0.2929.0 canary 
Platform 9016 link
Firmware Google_Link.2695.1.169

REPRO STEPS 
1.Lock screen.
2.Press Alt+Shift+K

ACTUAL RESULT
opt-in menu does not pop up.

Allow 'Alt+Shift+K' to show IME menu at login or lock screen.

Add accelerator SHOW_IME_MENU_BUBBLE into table kActionsAllowedAtLoginOrLockScreen to allow using 'Alt+Shift+K' to open opt-in IME menu in login or lock screen.
