Steps to reproduce:
1. Launch Chrome in Landscape mode.
2. Tap on Menu > Tap on Report an issue.
3. Tap on Description.
4. Change the device orientation to Portrait mode and back to landscape mode.
5. Send the app to background.
6. Relaunch chrome.
7. Tap on Cancel in Report an issue screen.

Observed results:
At step 6 : Next and Send button covers full screen
At step 7 : Next and Send button are seen even after dismissing the report an issue screen.

Expected results:
At step 6 : Next and Send button should be normal 
At step 7 : Next and Send button should not be seen after dismissing the report an issue screen.
