OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS) 

What steps will reproduce the problem?
(1)Launch chrome, navigate to NTP and open devtools
(2)Now press 'F1' key to open 'Preferences' and select 'Dark' theme.
(3)Click 'Customize and control Dev tools'(three dot menu) then 'More tools' and select 'Layers'
(4)Click on the document screen shot and then click on 'Paint profiler' and observe.(Kindly refer the video)

Actual:Profiler tab does not load properly.i.e glimpse of profiler is seen before loading.

Expected:Profiler tab should load properly.

This is a Non-Regression issue seen from M-57, since this is new feature introduced 57.0.2929.0
