Regression: In Switch person window, warning message is not seen for locked profile in fullscreen mode.

Issue description

Version: 57.0.2929.4 (Official Build) canary 82367cc74e9f970cf4cfe84f62db913f06d0fc95-refs/branch-heads/2929@{#5} (32/64-bit) 
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

Precondition: Sign in to chrome and add/import a supervised user.

What steps will reproduce the problem?
1) Launch chrome, in main user, click on avatar icon and select 'Exit and childlock' option (Switch person window opens).
2) Click on locked profile and enter valid password (Parent user gets unlocked).
3) Now again click on avatar icon and select 'Exit and childlock' option.
4) In locked profile enter invalid password (Warning message is seen) and then fullscreen the window.
5) Now again enter invalid password and observe.

Warning message is not seen when switched to fullscreen mode.

Warning message should be seen when switched to fullscreen mode.

This is a Regression issue broken in M-56, will soon update other info
