Marquee tag breaks when opening devtools

Reported by messagec...@gmail.com, Nov 24 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2928.0 Safari/537.36

Steps to reproduce the problem:
1. Navigate to http://polynarrate.com
2. Inspect page in Chrome Dev tools. Click on a few elements in the DevTools element tag. You can most likely reproduce the following error.
3. 2/3 times the Marquee tag will stop displaying text and an error will appear in console.

"""
VM27 HTMLMarqueeElement.js:328 Uncaught TypeError: Cannot read property 'loopCount_' of undefined
    at Animation.animationFinished_ (VM27 HTMLMarqueeElement.js:328)
animationFinished_ @ VM27 HTMLMarqueeElement.js:328
"""

What is the expected behavior?
Marquee tag is a native custom element. It should be resistant to nuclear apolcalypse. Not felled by devtools.

Marquee tag got broken.

Chrome version: 57.0.2928.0 Channel: n/a

Using the per-revision bisect providing the bisect results,
Good Build : 56.0.2919.0 (Revision :431801)
Bad Build: 56.0.2920.0 (Revision :432057)
You are probably looking for a change made after 431950 (known good), but no later than 431951 (first known bad).
CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Verified that it's related to wrapper tracing. We seem to loose an object somewhere along the tracing path that we did catch using object grouping.

Seems this issue got fixed on Windows 7 ,windows 10 & Linux Ubuntu -14-04 with latest Chrome Canary version-57.0.2938.0.

Observation:

Marquee tag is displayed properly without any breaks even after clicking elements in devtools element tags.

Please find the attached screen cast for reference.

@Reporter:

Could you please check the same in latest Canary & update the thread accordingly.

Thank you.

Cool.

Yep, I can also confirm that

I am unable to reproduce in Canary latest ( 57.0.2938 / master@{435817} )

Note that this is not fixed, we just reverted the flag. I need to have a closer look after stabilization.
Status: Fixed (was: Assigned)
We landed a couple of fixes before reenabling the feature which seems to have sealth-fixed the problem.

I checked on Canary 57.0.2944.0, which actually has the feature enabled, that we don't see the error on the marquee element.

Please re-open if you think this issue still exists.
