Cannot open vpn detailed page with flag ash-md=disabled in DEBUG build

What steps will reproduce the problem?
(1) build ChromeOS with is_debug=true
(2) click on system menu
(3) click on VPN

What is the expected result?
VPN detailed page should show up

What happens instead?
Got the following error [81156:81156:1123/172336:FATAL:tray_details_view.cc(117)] Check failed: box_layout_ == GetLayoutManager() (0x1b5b45a9c260 vs. 0x1b5b45a87da0)

It is caused by this cl: https://codereview.chromium.org/2489883005
- the layout of the VPN for non-md is changed in vpn_list_view.cc:299
- so the check in tray_details_view: "DCHECK_EQ(box_layout_, GetLayoutManager());" fails.

The CL referenced in #0 was landed in 56, so if the failing DCHECK is a symptom of an underlying user-visible issue then it should be considered for merge into 56.

Status: WontFix (was: Assigned)
This looks to apply to non-MD only as per the bug title, and no user-visible crashes seem to have cropped up between Nov 23rd and now, so I'm marking this as obsolete.
