isolateserver.py download --file behavior is surprising |

Issue descriptionWhen downloading files (e.g. logcats) w/ isolateserver.py download -f HASH DEST, it silently creates a download directory and stores the downloaded file at download/DEST rather than storing it at DEST directly. This has confused multiple people, including me. It seems like it ought to either 1) download the file to DEST 2) say that it's downloading the file to download/DEST rather than DEST

The issue here is that --target is used even with --file is specified.
