Border of the text is not displayed on zoom out(<100%)

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.98 Safari/537.36 Steps to reproduce the problem: 1. Run the attached test1.html file on chrome browser 2. Hover over the test to see the border of 2px 3. Press cntrl - to zoom out (90%), now hover over the text to see that the border of 2px is missing. What is the expected behavior? The border of 2px should be visible all the time on hovering the text , irrespective of zoom level. What went wrong? The 2px border for the text is not displayed when zoomed out. Able to reproduce the issue on MAC 10.11.6, Windows 10 and Ubuntu 14.04 using chrome reported version #54.0.2840.98 and latest canary #57.0.2928.0. This is a non regression issue as it is observed from M30 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks,
