Mask devicechange event and enumeration updates for background tabs without permission |

Issue descriptionAccording to a recent spec change, background tabs that have no permission to access media devices should be unable to observe changes in the set of media devices. Basically, this means that enumeration results should be cached for each tab, and the devicechange event should be the only mechanism to invalidate the cache. The devicechange event should not be fired to background tabs that have no device permission. |
