authpolicy: Enable startup on non-dev channels

During the initial testing phase of authpolicy the daemon was
disabled on beta and release. This CL flips the switch and enables
it.

BUG= chromium:668119 
TEST=Compiles, verified that it runs on stable channel.

Enable Chromad for beta and stable channels
